Ruth Freedman

Head of Nuclear Safety UK at Jensen Hughes

Nuclear Innovation and Research Advisory Board (NIRAB)

Ruth is an experienced practitioner in Probabilistic Safety Analysis (PSA), with a particular focus on risk monitoring. She is currently Head of Nuclear Safety UK at Jensen Hughes. Beginning her career at EDF Energy, Ruth transitioned to consultancy, supporting the UK operating fleet and new build projects through safety case authoring, PSA model development and radiological consequence assessment. She led development and maintenance of a Risk Monitor for an operating station, which underpins risk-informed operational decisions and now serves as technical lead for the Hinkley Point C Risk Monitor development.

Ruth has contributed to several new build projects, working on the Generic Design Assessment in the PSA topic area, supporting both the regulator (ONR) and applicants. She has led research into multi-unit radiological consequences, presenting the findings jointly with the ONR at the IAEA, and has supported independent peer reviews of PSAs against UK and international standards. Currently, Ruth advises on Small Modular Reactor (SMR) licensing requirements in Europe, bringing an international perspective to evolving licensing practices and supporting next-generation nuclear deployment.
