The draft National policy statement for Nuclear Energy Generation (EN-7) makes a strong case for nuclear as a reliable low carbon energy source and adopts a more flexible criteria-based siting policy. However, applicants will need clear guidance and support from Government and Great British Energy-nuclear to avoid uncertainty and delay. Government should clarify what nuclear capacity it wants built and where and when and GBEN should confirm its plans for Oldbury and Wylfa. Planning examinations must not duplicate regulatory processes, and EN-9 should include guidance to streamline approvals. The Nuclear Regulatory Taskforce should explore a “one stop shop” approach. EN-7 should also strengthen expectations on socioeconomic benefits and improve transparency on the low population density criterion, with the ONR commissioned to review and publish the current methodology.
